On the hush of dawn the bill is laid,
Its words like ink‑stained footsteps on the floor,
Each clause a promise that the council’s made,
To turn the parchment into living law.
In the theatre of debate they play their parts,
Voices rise, then fall, a measured beat,
Until the final gavel seals the hearts
Of those who watch the act become concrete.
Thus we see how thought, once whispered, grows,
When will and word together enact.
